Chapter 1 General Provisions
Article 1 In order to strengthen the management and safety supervision of small and atmospheric hot water boilers and ensure safe operation, these regulations are formulated in accordance with the "Interim Regulations on Safety Supervision of Boilers and Pressure Vessels" and the functions assigned to the quality and technical supervision administrative department by the State Council.
Article 2 These regulations apply to fixed small boilers and atmospheric hot water boilers that use water as the medium. This provision does not apply to wall-mounted water heaters.
Article 3 The small boilers mentioned in these regulations refer to:
(1) Small steam-water dual-purpose boilers (boilers with a rated evaporation capacity of no more than 0.5 tons per hour and a rated steam pressure of no more than 0.04 MPa);
(2) Small hot water boilers (hot water boilers with a rated outlet pressure not exceeding 0.1 MPa, hot water boilers with tap water pressurized);
(3) Small steam boilers (steam boilers with water volume not exceeding 50 liters and rated steam pressure not exceeding 0.7 MPa;
(4) Small aluminum pressure boilers (boilers whose bodies are made of aluminum materials, whose rated outlet steam pressure does not exceed 0.04 MPa, and whose rated evaporation capacity does not exceed 0.2 tons per hour).
Article 4 The normal-pressure hot water boiler mentioned in these regulations refers to a boiler whose main body has a hole or is connected to the atmosphere through a connecting pipe. In any case, the gauge pressure at the top of the boiler main body is zero.
Article 5 Small boilers shall be subject to the technical requirements of this regulation, and other technical requirements not specified in this regulation shall implement the "Steam Boiler Safety Technical Supervision Regulations" and "Hot Water Boiler Safety Technical Supervision Regulations".
Article 6 All relevant units must implement these regulations, and quality and technical supervision administrative departments at all levels are responsible for supervising the implementation of these regulations.
Chapter II Supervision and Management
Article 7 The design documents (patterns, strength calculations, etc.) of small and atmospheric hot water boiler products shall be reviewed and approved by the boiler and pressure vessel safety supervision agency of the provincial quality and technical supervision administrative department.
Article 8 The unit that produces small boilers must obtain the "Boiler Manufacturing License" issued by the administrative department of quality and technology supervision at or above the provincial level (level 2 or above in the lower corner (including level 2 in the lower corner).
The production of atmospheric hot water boilers implements a manufacturing license system. The "Boiler Manufacturing License" is issued by the provincial quality and technical supervision administrative department, and its validity period is five years. Units with E (lower corner) level 2 or above (including E (lower corner) level 2) boiler manufacturing qualifications also have atmospheric hot water boiler manufacturing qualifications.
Article 9 No unit or individual may install, sell or use small or normal pressure hot water boilers manufactured by units that have not obtained the "Boiler Manufacturing License".
Article 10 The installation, repair and transformation units of small and atmospheric hot water boilers must obtain the qualification certificate issued by the provincial quality and technical supervision administrative department.
Manufacturing units of small and atmospheric hot water boilers may install boilers produced by their own units.
Article 11 Before the installation of small and atmospheric hot water boilers, the installation unit must bring relevant materials to the local quality and technical supervision administrative department to apply to the boiler and pressure vessel safety supervision agency, and the installation can only be done after approval; without approval, any unit or Individuals are not allowed to install boilers.
Article 12 The installation, repair and transformation of small and normal pressure hot water boilers shall comply with the regulations and technical standards of the state on boilers.
Article 13 After the installation of small-scale and normal-pressure hot water boilers is completed, the boiler user unit shall organize the inspection and acceptance, and the inspection and acceptance shall be attended by the boiler and pressure vessel safety supervision agency or its entrusted representatives.
Article 14 After the small and normal pressure hot water boilers have passed the installation inspection and acceptance, the boiler users shall go to the boiler pressure vessel safety supervision agency of the local quality and technical supervision administrative department to go through the boiler registration procedures with the relevant materials, and the boiler can be put into use only after obtaining the boiler use registration certificate. use.
Article 15 Units using small and atmospheric hot water boilers must do a good job in the maintenance of boiler equipment. When a hidden danger to safety is found in the operation of boiler equipment, it shall stop running immediately.
Article 16 The boiler and pressure vessel safety supervision agencies of the quality and technical supervision administrative departments at all levels shall conduct irregular inspections on the use of small and atmospheric pressure hot water boilers.
Article 17 The manufacturing supervision inspection and regular inspection of boilers shall be undertaken by the inspection unit authorized by the local quality and technical supervision administrative department.
Article 18 When an accident occurs to a small or atmospheric hot water boiler, the unit that has the accident must report and handle it in accordance with the "Accident Handling Regulations for Boiler Pressure Vessel Pressure Piping Equipment".
Chapter III General Technical Requirements for Small and Normal Pressure Hot Water Boilers
Article 19 The design of small and atmospheric hot water boilers shall meet the requirements of safety and reliability. Boiler heating surfaces must be reliably cooled. The selected combustion equipment should be safe and reliable, and should match the furnace type.
Article 20 The strength calculation of boiler pressure components shall be carried out in accordance with GB/T16508 "Strength Calculation of Shell Boiler Pressure Components" or GB9222 "Strength Calculation of Water Tube Boiler Pressure Components".
Article 21 Lap joints and corner joints shall not be used for main welds of boilers. The rows of tube holes of the boiler shall not be opened on the weld seam and the cross weld seam shall not be adopted.
Article 22 When welding is used to manufacture, install, repair and renovate pressure components of small boilers, the welding unit shall formulate welding process instructions and inspect the pressure components in accordance with the provisions of Appendix I of the "Steam Boiler Safety Technical Supervision Regulations". Butt joints between butt joints and pressure components require full-penetration T-joints for welding procedure evaluation, and can only be used in production if they meet the requirements.
Article 23 For small boilers with rated outlet pressure less than or equal to 0.1 MPa, non-destructive testing can be exempted on the premise that the manufacturer guarantees the quality of the weld.
Article 24 A small boiler shall be equipped with at least one pressure gauge. Pressure gauges should be calibrated in accordance with relevant regulations. Small steam-water boilers, small steam boilers and small aluminum pressure boilers should be equipped with at least one water level gauge.
Article 25 Small and normal-pressure hot water boilers shall be subjected to a hydrostatic test with a rated working pressure of 1.5 and not less than 0.2 MPa before leaving the factory, and the pressure holding time shall be 20 minutes. The qualified standard shall comply with the "Steam Boiler Safety Technical Supervision Regulations" Article 209 stipulates.
